Founding Partner and Chief Executive Officer
Michael Hantke has over 30 years of experience in the Intelligence Community and the Department of Defense. Mike is a founding partner at Tensley Consulting as well as the President and Chief Executive Officer. In this role, he is responsible for the overall operations and business development of Tensley. Mike started his career in the US Air Force. During his 20 years of service, he supported SIGINT customers around the world. Duty locations included San Vito, Italy; Medina RSOC, Texas; Joint Intelligence Center Pacific (JICPAC), Hawaii; and the National Security Agency. While assigned to the National Security Agency, Mike was a Program Manager responsible for developing, deploying, and maintaining SIGINT systems around the world. After retiring from the Air Force, Mike joined the Harris Corporation as the Advanced Program Manager for their National Programs Division. His responsibilities included the identification and qualification of new SIGINT requirements and the capture of new programs. In 2006 Mike left Harris to manage Applied Signal Technology’s Engineering and Mission Support business area. He was responsible for over 60 personnel and 15 programs consisting of software development, system engineering, mission analysis, system integration, test, deployments, and 24 hour mission management for the Intelligence Community. Mike holds a Bachelors of Science in Business Administration from Hawaii Pacific University. He is the recipient of numerous awards and recognitions from the Air Force and the Intelligence Community.
Founding Partner and Vice President of Engineering Management
Timothy Lang has over 30 years of diverse DoD and IC experience, primarily focused on systems and software development, project/task leadership and program management. Tim has broad experience in adapting software to control hardware, graphical user interfaces as well as full life cycle, agile and CMMI Level 3 software development practices. Tim is Vice President of Engineering Management and a founding partner in Tensley Consulting, Inc. In this role, he is provides systems/software engineering expertise to a number of customers, but is also responsible for the growth, training and management of Tensley’s engineering workforce. Along with his role at Tensley, Tim has also worked on a program for about 5 years as the Software Development Manager. Tim holds a Bachelor of Science degree in Computer Science with an Applied Mathematics concentration from Towson State University in Baltimore, Maryland.
Founding Partner and Chief Technology Officer
Mark Tupa has over 20 years of systems engineering and project management experience for the DoD and IC. Mark’s experience covers system design and architecture, integration and test, operational support, telecommunications systems, network analysis, and training. Mark’s primary expertise is hardware/software integration and test as well as operational support for varying processing systems. Mark is the Chief Technology Officer for Tensley Consulting, Inc., as well as a founding partner. In this role, he not only provides systems engineering expertise to a number of customers, but also mentors and trains the next generation of technical experts. Mark started his career as an officer in the United States Air Force (and later, in the Air Force Reserve) as an Acquisition Engineer and Deputy Program Manager for Intelligence Systems. He continued as a Field Engineer, providing front-line support to deployed military units. His focus during this time was on RF systems, including the design, integration and test, deployment, and support of a wide variety of processing systems. Mark has a Bachelor of Computer Engineering degree from the University of Minnesota, Duluth.
Founding Partner and Vice President of Systems Engineering Technical Assistance
Becky Williams has over 15 years of systems engineering experience working with the DoD and IC, primarily focused on systems integration. She has been involved in every aspect of building and deploying systems, from the early design and development stages, to the integration and deployment stages. Becky is a Vice President and a founding partner in Tensley Consulting Inc. She is responsible for providing systems engineering expertise to a number of customers and for the growth, mentorship, and training of the systems engineering staff. Becky graduated from the University of Virginia with a Bachelor of Science in Systems Engineering, concentrating in Communications. She also holds a Master of Science in Electrical and Computer Engineering from Johns Hopkins University in Baltimore, Maryland.
Director of Staffing and Programs
Jen Higgins has over 10 years of Staffing, Recruiting, and Security experience and 15 years supporting the Intelligence Community. Jen joined Tensley Consulting in 2018 as Director of Staffing. She manages all program staffing and recruiting efforts at Tensley. She started her career in the United States Air Force and served in South Carolina, Maryland, Germany, and Diego Garcia. Jen earned her B.A. in English from UMUC and Masters Degrees in both Human Services/Criminal Justice and Religion from Liberty University.
Director of Business Development
Chris Cullen is responsible for Tensley Consulting’s growth and business development strategy. Chris joined Tensley from KeyW, where he served as a Senior Capture Manager. He has more than 7 years of experience in business development leadership roles serving the defense and intelligence community markets. He received a B.A. in Philosophy from UMBC with a minor in Political Theory.
Director of Finance and Contracts
Phil Israel joined Tensley Consulting in February 2017 as our Director of Finance and Contracts. Phil has over 6 years of providing financial and contractual support to programs in the Intelligence Community. He received his Bachelor’s of Science in Financial Economics from UMBC and a Master’s Degree in Acquisition and Supply Chain Management from UMUC.
Director of Human Resources
Ashley has an extensive background in Human Resources, to include Benefits administration, Employee relations and Performance management. She has her Bachelors in Business Administration from UMUC, as well as a Master’s in Business Management with a Specialization in Human Resources from UMUC. Ashley has seven years’ experience working within the DoD contracting environment and is a member of the Society for Human Resource Management (SHRM).
